Hey guys, watched this and did a transcription for those interested (I'm sure a lot of this will be out-dated, but I took a lot from the video just from explanations on the conditions and some of the mechanics of things):

Weapon Set 1: Scepter (Blood) / Dagger (Air)
Weapon Set 2: Axe (Air - increased burst damage) / Warhorn (Force - a must, base dmg increase)
Utilities:
Plague Signet - provides a stun breaker opportunity every 60s (only way of breaking stun with this build without relying on Life Force/Death Shroud), removes condition from allies within 1200 radius, can send conditions from yourself to opponent
Corrupt Boon - remove boons from target and replace with conditions, key ability to soften up targets in a team fight which you might otherwise not be able to drop
Well of Power - places a circle on ground below you the size of a mark, affects allies, dispels conditions once every 2s for 8s total, and replaces them with a counterpart boon to increase survivability and strengthen yourself with boons
Elite:
Lich Form - #1 source of dealing a lot of spike dmg, which can also pierce targets and hit foes in a line behind making it great in team fights, and also being a great tool for taking down secondary mechanics like trebuchets or bosses on Kyhlo or the Forest of Nifheil. The real invaluable ability, though, is Chilling Winds, providing you with an on-demand knockback CC ability with huge potential if used correctly.
Traits:
Spite - 10
Reapers Might - gives you a stack of might every time you cast life blast (#1 ability in Death Shroud), will allow you to stack 5 - 7 stacks of might pretty easily, increases damage output a lot.
Curses - 25
Weakening Shroud - casts Enfeeble when you enter Death Shroud in a radius around you which puts 2 conditions on the target affected: Poison (reduceds healing by 33% / some DoT) & Weakness (reduces Endurance regen by 50%, damage done by Crits by 50%)
Demise - gives you Fury every time you enter Death Shroud (5s - can be increased with boon duration)
Spectral Attunment - increases spectral skills duration by 20% (tested)
Target the Weak - increases dmg done to foes depending on # of condition on target (note: bleeds stack, but is still only one condition)
Death -20
Reanimator - not a very good trait, not bad, just filler
Close to Death - increases dmg to enemies below 50% hp by 10%
Protection of the Horde - no real benefit, as Jagged Horrors created by Reanimator do NOT count as a minion
Death Shiver - one of the most amazing traits for Necro's (works like Enfeeble trait in curses), puts 1 stack of Vulnerability on affected targets, as well as Chilled effect (cooldowns/movement reduction by 66%)
Soul Reaping - 15
Gluttony - bugged at the moment, but lots of potential
Vital Persistence - simply decreases life for drain in Death Shroud by a small margin (not a GREAT trait... pick what works for you here)
Last Gasp - like utility skill Spectral Armor - procs when you drop below 50% health and breaks stun, Decreases incoming DIRECT damage by 33% (does not include conditions as they cannot be negated), also generates life force for damage taken, good addition to the build
Runes:
Divinity - Getting a lot of critical strike damage, works well with power based build
Amulet/Gem:
Valkyrie - simply for the critical strike damage, similar to the Soldier's amulet, give you a lot of toughness, survival, but drops your HP pool from 25k to 19k, if you prefer to have more HP, use Soldier's amulet in a trade off for less critical strike damage
